Receiving the Noon Exchange Club Youth of the Month honors Tuesday were high school students Jacqueline Smartt, daughter of George and Tammy Smartt, and Justin Bouldin, son of Vickie and Mike Bouldin. Students are chosen for their excellence in academics and public service.
