Police release suspect name in driveway scam

Criminal warrants have been taken against a Sevierville man who allegedly conned several victims, many of them elderly, out of hundreds of dollars in a driveway sealing scam.

An all-points bulletin has been issued for the suspect, Glenn W. Stamper Jr., 21, who lawmen think may try to return to his hometown of Sevierville in East Tennessee. When he is caught, police have five warrants against him, each charging theft.

According to McMinnville Police Investigator Marty Cantrell, the warrants were taken after Stamper was picked out of a photo lineup by scam victims. Stamper had recently been arrested in Cookeville for driving violations but had been released before local authorities could take him into custody on the theft charges.

Police say Stamper accepted money to do driveway sealing, taking between $75 and $175 down payments from his victims. He then never returned to do the work, leaving his victims with worthless receipts and a bogus contact number.

In other cases, Stamper did do some work, but not to the quality agreed upon with the victims. In those cases, Cantrell said, criminal charges cannot be filed but Stamper could still be open to civil lawsuits.

The incidents happened in McMinnville between July and early August. The alleged scam artist stopped his operation here after a story regarding his actions was published in the newspaper.

Police noted a woman was often seen in the company of Stamper; however, she is merely a “person of interest” to police and not charged with any crime. Cantrell believes the woman may live locally and would like to talk to her.

Cantrell suggested anyone else who may have been taken by Stamper to contact police While police believe he has likely already spent the money, restitution is generally a common requirement in the resolution of criminal cases, meaning the victims may be able to force the suspect to pay back the stolen money at a later date as part of any criminal sentence he might receive.
